Australian Government's Voice Constitutional Proposal

The Australian Government's Voice Constitutional Proposal is a proposal to establish a constitutionally enshrined Aboriginal and Torres Strait Islander Voice to Parliament. This would be a body of Aboriginal and Torres Strait Islander people who would be able to provide advice to Parliament and the Government on matters that affect them.

The Voice is a key part of the Uluru Statement from the Heart, a document that was developed by Aboriginal and Torres Strait Islander people in 2017 and calls for constitutional recognition and a process of truth-telling and agreement-making.

The Government's Voice proposal is based on the following principles:

  • The Voice will be independent and representative of Aboriginal and Torres Strait Islander people.
  • The Voice will be accountable and transparent.
  • The Voice will work alongside existing organisations and traditional structures.
  • The Voice will be empowering and community-led.

The Voice would have the following functions:

  • To provide advice to Parliament and the Government on matters that affect Aboriginal and Torres Strait Islander people.
  • To represent Aboriginal and Torres Strait Islander people in policy development and decision-making.
  • To oversee the implementation of agreements and commitments made between Aboriginal and Torres Strait Islander people and the Government.

The Government has committed to holding a referendum on the Voice in 2023. If the referendum is successful, the Voice would be enshrined in the Constitution, meaning that it would be difficult to abolish or change without the support of a majority of Australians.

The Voice is a significant opportunity to improve the lives of Aboriginal and Torres Strait Islander people. It would give them a formal say in the decisions that affect them and help to ensure that their voices are heard.
